In this paper, which is based on literature discussion, on a study of legislation and on governmental documents, the proposal of a full-time school is analyzed, aiming at the development of an education guided by citizenship. The orientations of governmental policies that have guided educational politics since 1990 are discussed, focusing on proposals submitted in both governments of Luiz Inácio Lula da Silva, reaching the implementation of “Mais Educação” (More Education) Program. The study is justified by the need to understand the meaning assumed by the educational policies when proposing to extend the time spent in school. The study showed that the extension of students’ permanence in school aims at overcoming social exclusion and the vulnerability of children, teenagers, and youngsters who live in poor regions and attend schools with low IDEB (Basic Education Development Index). Although the proposal is very relevant due to the aim of social inclusion, it is simultaneously questionable, and may be distant from the real intention of providing a good quality public school.
