Based on Ernesto Laclau’s theory of discourse, we discuss the demands in dispute on the production of curricular texts in the educational policies of Pará (2007/2010), during the Workers’ Party single experience in the state’s government. Examining the documents produced by the government, we highlight the discursive ambivalences found in texts produced in that period. Considering the influence of epistemic communities in the production of texts, we identify discourses that are favorable to flexibility, common culture, and defense of the prescriptive aspect of curricular policies. The common enemy of discourses produced during that experience were the “neoliberal orientations” and their flexibilization towards the market. We conclude by comprehending that ambivalences cannot be seen as failures or limitations, but as a lack of specific meanings in political texts. So we propose a reflection on the intertwining that constitute curricular policies and their contingent and temporary aspect, questioning state-centric analysis.
