SILVA, Angélica Lima  y  PIRES, André. The bolsa família program: the perceptions of beneficiary mothers on education and the possible construction of a new life for their children. Rev. Comunic [online]. 2015, vol.22, n.1, pp.7-25. ISSN 2238-121X.  https://doi.org/10.15600/2238-121X/comunicacoes.v22n1p7-25.

The Bolsa Família Program is a conditional cash transfer program of the Federal Government target on poor families. The program design seeks to face the poverty by articulating actions in two periods of time. In short term, to transfer income directly to the families, acting in the reduction of the so-called absolute poverty. In long term, to fight the so-called intergenerational transmission of poverty by means of conditionality’s associated to health, and above all, education. In education, it requires a minimum school attendance of 85% for children between 6 and 15 years old and 75% for young people between 16 and 17 years old. The article analyzes how the Program’s requirement of a minimum school attendance for children between 6 and 17 years old is perceived by the benefiaries living in the Southern region of Campinas (state of Sao Paulo). To achieve that, twenty semi-structured interviews were conducted with program beneficiaries with children enrolled in a public school in the southern part of this city. The results show that the condition related to education is considered positive by the beneficiaries, but they do not believe that school attendance is a decisive factor to break away from poverty in the future. To the beneficiaries, it is not enough to keep their children in school without taking into consideration the quality of the education that is offered to them. Finally, we reflect on the limits and possibilities of the minimum school attendance requirement as an element to fight poverty. We also reflect on the challenges posed by the analysis of the interviewees speeches, for whom education is “outdated”, but even so, they keep their children in public schools, since they cannot afford the costs of private education.
