In the mid-1990s, the state of São Paulo implemented a series of educational reforms on the grounds of improving the quality of education. The implementation of the measures extended over the years until, in 2008, the “Reading and Writing” program was implemented. The program consists in a set of coordinated actions including training, follow-up, preparation, and distribution of teaching materials as well as other subsidies, being considered a Public Policy for the 1st Cycle. In this sense, the objective of this research is to analyze the program, specifically for literacy classes. To do so, we made an analysis of the documents produced by the Secretariat of Education of the State of São Paulo related to the Reading and Writing Program. Even though the study did not make use of empirical data, the analyzes indicate an attempt to standardize and control the teaching work through, for example, class planning, the implementation of activities and contents in all classrooms, as shown by other studies of this educational policy of the state of São Paulo. The examined official documents show evidence of a labor homogenization process carried out in classrooms and the conception of curriculum design as a finished product, which prevents the autonomous and reflective exercise of teaching.
