This article aims at understanding the challenges and prospects of the development process of a unit for early childhood education from the approval of the CNE / CEB Resolution No. 01/2011 (BRASIL, 2011). This article is the result of a survey conducted by the Department of Early Childhood Education of the University Hospital of the Federal University of Santa Catarina (GONÇALVES, 2014). Due to its regulation, the Resolution substantially interferes in the context of social and organizational development of the unit of early childhood education, since it features a contradiction as to the university’s social role, that is, at the same time the university, as a social institution, must serve the community in which it operates, it denies this service by ignoring the uniqueness of existence of this educational unit. The resolution ignores the fact that early childhood education units linked to federal universities have built along their trajectories the most diverse forms of administrative and educational organization, according to the demands of each context.
