The aim of this study was to analyze under the focus of Special Education the organization of a Youth and Adults Education (EJA, in Portuguese) Project from National Education Program in Agrarian Reform (PRONERA), developed in two settlements in São Paulo State. The methodological procedures were guided in documents analysis of PRONERA and EJA Project accomplished the state of São Paulo and interviews with people who participated in the Project. The results indicate that the EJA Project in the two settlements there was the presence of students with and without disabilities, with the profile of workers, excluded an educational process at school age. With regard to the teacher’s work conditions were developed in the possibilities and difficulties encountered in the development of the Project, with the exercise of various functions. There was a poor infrastructure, as is the reality of many public schools in Brazil. Concludes that the PRONERA presents an omission to not to pay attention to the education for people with disabilities in rural areas. This study, and others, can contribute to alert social movements, scientific academy and educators on inclusive education in the rural context.
