The article analyzes the meanings and format changes that have occurred in the educational program called ProJovem Urbano, which is proposed by the Public Policy of Youth, and this is done through a literature study of specific documents and case study. The trajectory of ProJovem Urbano is in an interesting case to analyze the nature, the senses and the transformation of educational practices aimed at young people of the working classes in Brazil in recent decades. Initially, the educational programs that inspired the ProJovem Urbano are exemplary cases of the formation of the field of socio-educational practices in Brazil and its relation to non-formal education and social assistance. Subsequently, they are also examples of not emptying the formality that, at first, was drafted in this field. Finally, the ProJovem Urbano be characterized as a linked action to Young Adult Education, focused on the certification of primary education and vocational training courses. Currently, the ProJovem Urban becomes exemplary case of variety, fragmentation, instability and even irregularity of multiple programs focused on Youth and Adult Education.
