In this article, we discussed the political and economic determinants of special education in contemporary Brazil. We use an analytical method of apprehension of objective social reality in its constitutive condition of totality and contradiction. Inserted in the debate analysis categories such as privatization in education, accountability of teachers and the precarious conditions of teaching for understanding of current educational policies for its scope and presence in policies aimed at different stages and types of national education. We analyze documents of the special education policy as an expression of the process and the outcome of disputes in each historical moment. Study and show structural and conceptual changes of recent Brazilian special education policy on inclusive design perspective, the forms of assistance to students, teachers and other professionals related to special education. We discuss the structural and conceptual changes in the present political propositions, drawing a comparative exercise between national guidelines for special education in basic education (BRAZIL, 2001) and the National Special Education Policy in the context of inclusive education (BRAZIL, 2008a).
