Historically, both early childhood education and special education have been marked by the presence of private-care institutions, not always with educational characteristics. The approval of the Education Brazilian Law in 1996 (LDB / 96) established the early childhood education as the first stage of the Brazilian Basic Education and Special Education as a school education mode. Since then, the school has been understood as the place - par excellence - of every single child. Despite increasing coverage of early childhood education and special education, resulting from public policies implemented since the late 1990s, academic papers have denounced the almost inexistence of children with disabilities among the population enrolled in early childhood education. Thus, the paper aims at analysing the presence of “Special Education” children in preschool education, by considering the scope of specialized educational care and the presence of public and private-care institutions in the educational services for this age group. The study included data from INEP regarding school enrolment, school types and disability. The empirical field was the state of Mato Grosso do Sul (Brazil). The analyses are based on the historical materialist perspective, which conceives public policies as part of the State organization for managing social tensions.
