This paper analyses the supply of Specialized Educational Care (EEC) aimed at children at early stage of schooling who attend specialized services in the Municipal Educational Network of Porto Alegre, designated as Early Education and Initial Psychopedagogy. These services are offered in the physical space of special municipal schools, since 1991. The methodology prioritized the analysis of documents from 362 school folders of students who attend these services in three schools, the political-pedagogical projects and the pedagogical advices from teachers of these institutions. In the context of the investigated special schools, EEC has not been in tune with its complementary dimension, and there are many indications that this service is one of the main access channels to substitute common school education. The research has shown strong intense continuity between the early education service and the special school, with indexes showing that some children never reach common elementary school, as they are directed to special schools after the age of six. This phenomenon is contradictory to the contemporary conception of specialized pedagogical support conceived as transitory, complementary and favouring the inclusion processes.
