This paper, based on the researches presented by the Work Groups 8 and 11, respectively, of the Formation of Superior Education Teachers during the 32nd Annual Meeting of ANPED (2009), aims to understand the affirmation that the country and, consequently, the universities succeeded in takingoff. By evaluating the emergent situations referred to the formation of teachers and the policies related to the Superior Education as a focus of claims and fights on part of the Social Movements, I trace the scope of collision between the optimistic discourse about the mentioned ascension and the conclusions drawn from the ANPED researches; in face of the socio-economic and political conditions in force and the ones expressed by the obscure advent of post-capitalism. I understand that the construction of a popular and participative democracy needs, at the same time, to formulate the State policies theoretically and to realize them in practice in order to overcome the transitory fragility of the governmental policies. I evaluate the conflicts between the national and international interests in what refers to the direction of the social, economic, symbolic and political processes. It is necessary to invent the conditions necessary for History to overcome barbarism and to vanquish the authoritarian and conservative centralism of the elites, through the active participation of the citizens and the university in the construction of a democratic society, a historic aspiration of the social movements expressing the current desires of the Brazilian society.
