Abstract This approach considered the particularities of the black movement in Mato Grosso do Sul state (MS) based on Brazilian history (1996 to 2003). The LDBEN (Law Nr. 9.394/1996), inserted the contents of history and Afro-Brazilian Culture in specific areas of the curriculum gave rise to the construction of the Law Nr. 10.639/2003. In this context emerged the “Guaicuru Project” into Program from Overcoming Racial Inequality on MS, whose analysis was guided by framework from Gohn, Aranda, Candau, among others. The comparison between educational laws, decrees and thematic workbooks showed the level of mobilization of educational workers and the political actions of the Worker´s Party government in MS from 1999 to 2003.
