Since the 1990s, Brazil has been experiencing the creation of several participatory arenas in many areas of social policy, namely health, social assistance, education, and children’s and adolescents’ rights. The education sector is the one that has had the worst performance in the creation, structuring and functioning of these new local participatory arrangements. The main argument developed in this paper is that shaping, composition and functioning of the councils and the actors involved are strongly influenced by what is at stake: the production of standards and regulations or the supervision and control of public resources
