This article presents the results of a doctorate research developed between the years2007 to 2011, which took as its object of study the Board of Monitoring and Social Control of FUNDEB (Fund for maintenance and development of basic education) from Campo Verde- MT, to understand, in its operation, what are the conceptions and practices revealed by the advisers about their roles and the potential of the organization to democratize the relations between the state and the civil society. The theoretical and methodological base of the research is relevant to historical materialism. The results show the fragility of the board and limitations on the social control exerted. The effectiveness of the social control of the board studied is absent in practice.
