Analyzes the process of creating and consolidating Universitas network. To achieve this goal we used basically documentary sources. The results indicate the importance of building the network as a driver of research not only in large cities, but especially in so-called peripheral nuclei research. We conclude by reaffirming the historical significance - Universitas/Br Academic Network and its strategic role in decentralization and consolidation of research on higher education policies in Brazil, turning it into a reference in Brazil and Latin America
