The objectives proposed in this paper are two: the first is to examine the municipal government’s actions in the industrialization process in the secondary sector, and the second is to check the outlines of this process for qualification policies for professional work, in the context of new forms of employment and production. These goals are based on the hypothesis that the process of industrialization in the secondary sector is linked with educational policies of qualification for work which is aimed at training a new type of worker in order to meet a new and diversified labor market.
