Abstract The text has the purpose of showing how inclusion policies are fragmented, reflects on the paradox of these policies and shows details of one of them. Are presented results of a research program on the One Laptop per Student (PROUCA) and theoretical reflections on the development of another research digital inclusion of older people and people with low literacy. Empirical data from PROUCA are presented from five categories of analysis. The author defends the need to create a cultural politics of difference, in which inclusion has multidimensional, as an imperative of social reconstruction.
