This study investigated the process of the primary education expansion between the years of 1930 and 1954, based on an analysis of the educational projects the government of Rio de Janeiro State engendered until mid 1930’s. The research was focused on the government actions, thus, we counted on a corpus of documents composed of official sources, aiming at the demands for schools called grupos escolares during Amaral Peixoto’s administration. The study supports the hypothesis that the significant expansion of primary schools within the decades of 1940 and 1950 was the result of articulated efforts involving different government agencies and local population.
