We aimed in this study to reflect on the effectiveness of the mechanisms arranged by the CAS for the realization of the right to basic education. This is a documental and bibliographic research, in which we used the procedures of content analysis. We conclude that the CAS provides assurances regarding access to educational institutions, the inputs and conditions for students stay in school, and devices to realize these rights. Still, the data collected indicate that: admission to schools and quality of education has been denied to millions of students; so the efficiency and reach of this law are questionable.
