The objective of this paper is to demonstrate obstacles to dialogue in the implementation of an environmental education public policy in a municipality in the State of São Paulo. The research method was qualitative and involved participatory observation and unstructured interviews. The results bring obstacles in institutional, political, inter-subjective and subjective dimensions, which will not be sorted out spontaneously. Intentional investments are needed for the construction of dialogical environments that allow the creation of more coherent EE public policies to the very objectives they put forth.
