The objective of this work was to quantify and to analyze the expansion of urban illegal occu pation and the residents of these occupations that graduates of higher education; as well as to analyze these reflexes in the labor market and in new housing acquisition, in post neoliberalism period (2003-2015), in Recife city. Quanti tative and qualitative analysis were used. The analytical qualitative axes were: a) individual and collective potencies; b) purpose of edu cation; c) hegemonic and counter-hegemonic positions. Transits in potencies (collective-in dividual-collective) and hegemonies (counter -hegemony-hegemony) were recorded from education inclusion and with the mainstay of federal policies, fundamental in all process.
