The purpose of this text is to discuss the management of the basic public school on issues related to autonomy, educational democratization and construction of spaces for continued education. It analyzes the official discourse disseminated by educational policies and the contradictions observed at the time of its implementation. It is an explanatory text that systematizes part of the studies done by the researcher between 2001 and 2018. It concludes that the leadership competence includes participatory relations and that the centralizing form of implementation of educational programs in Brazil as well as the lack of integration between the public spheres affected by education are obstacles to the exercise of management.
