From the documentary-bibliographic analysis, this research analyzes the main legislation that regulates teacher education for Professional Education. Defend the need for public policies of teacher training as fundamental for the critical formation of teachers. The data of this research indicate that, in Brazil, these policies suffered with the discontinuity and the fragmentation of the actions by the governments. Added to this is the Reform of Secondary Education that, by authorizing professionals with "notorious knowledge" to act in technical and vocational training, points to the devaluation of teacher training and the dismantling of social rights.
