The article analyzes how the offer of secondary education in rural territories is developed, based on the study of enrollment extensions in the state education system of Ceará. This is qualitative research of the multiple case study type, using semi-structured interviews and a script for observing the schools. The objective is to investigate the conditions of access and treatment of this offer. The results show that, although the right to education is guaranteed, it is made possible through precarious and unsustainable institutional arrangements. Treatment conditions are unequal compared to other offers in the state system.
