This article discusses the concept of governance, identifying the deepening of the public-private relationship in the context of educational policies, through on Gramsci's theoretical analysis and bibliographical research. The discussion was guided by the issue: What was the historical and political context in which the paradigm of governance and the role of Private Apparatuses of Hegemony (PAHs) emerged in directing educational policies? It was concluded that educational policies began to be developed through shared coordination with the PAHs in 1980. Therefore, these agents, in addition to implementing policies, act through strategies such as advocacy and networking, influencing the educational public policies agenda.
