Based on Cultural-Historical Psychology, this work aims to critically analyze the document entitled RENABE - National Report on Evidence-Based Literacy according to historical-dialectical materialism. The document was analyzed in three moments: 1. Ideology and the supposed scientific neutrality; 2. Evidence of learning and its ideological bases; 3. The foundations and conceptions of language. In each topic we make critiques, point out limits, present counterpoints, and seek to grasp the constituent elements of the document. We evaluated that the document presents a limited understanding of the literacy process, which is organized without relevant social discussions, especially about the reality of Brazilian education.
