This article aimed at analyzing the potential of the Total Annual Value per Student - VAAT - distributed among the municipalities of Paraíba from its wideness in 2022. By the means of the quantitative exploration of Inter-ministerial Order no. 1/2022, by data from the Annual List of Social Information worked on by Silva (2019) and from a standpoint of the policy from a critical-dialectical perspective. Evidence indicates that, even in an ultra-liberal context and with losses of working class rights, the VAAT represents a possibility of expanding the conditions for financing education, added to the previous Union Complementation Policy and still in force in Brazilian municipalities, especially in the municipalities of Paraíba.
