The aim of this work is to analyze the possible relationship between the promotion of community outreach and the offer/restriction of access to Brazilian higher education in the texts production of the National Education Plan (PNE, Plano Nacional de Educação) from 2001 to 2011 and the National Education Plan (PNE) from 2014 to 2024. The research presented a qualitative approach and focused on the collection and analysis of documents concerning the PNEs. In both PNEs the relationships between community outreach projects and access to undergraduate courses did not keep the slightest correspondence and coherence in the texts. The curricularization community outreach projects was not built in the democratic spheres of the National Educations Conferences of 1997 and 2010, in which the expansion of enrollment rates in higher education courses was defended.
