The article problematizes the educational evaluation policy in the Pernambuco State through the adoption of the Public Management Modernization Program - Goals for Education. We employ as a theoretical-methodological strategy the Discourse Theory of Laclau and Mouffe (2015). In this endeavor, we seek to situate the practices of public policy formulation in relation to comprehensive social and political contexts, giving rise to the transformation of discourses through the political logics of equivalence and difference. Our findings indicate that the discourses of modernization in the Pernambuco educational evaluation system represent a successful cooperation and articulation between international organizations and public-private partnerships.
