This work addresses the issue of recognition of qualifications related to higher education based on the impetus provided by UNESCO the review of the six regional conventions in force at the time of approving its strategy for the period 2014-2021. For this reason, we define the new Regional Agreement for the Recognition of Studies, Titles and Diplomas of Higher Education in Latin America and the Caribbean as an object of study, adopted in the Autonomous City of Buenos Aires in July 2019, which came into force in 2022. The novelty of the international instrument analyzed makes a gap in the doctrine, which justifies this study. So that in the development of this work the knowledge society is analyzed with a context for the internationalization of higher education, and from this perspective, an analysis of these second generation agreements is incorporated in order to specify conditions, requirements, instances and scope of the concept of recognition of qualifications related to higher education today. The study of the new agreement makes it possible to highlight the perspective of recognition centered on people which is a consequence of the understanding of education as a human right, a public good and a responsibility of the States, so that, based on this, it is possible to observe the concept of recognition of qualifications from the perspective of human rights, in order to leave aside a vision linked only to the procedural and operational aspects in Latin America and the Caribbean.
