This article presents an analysis of the programs implemented in the remaining public universities of Mato Grosso do Sul, in particular the Universidade Federal de Mato Grosso do Sul (UFMS), from 2003 to 2010, under the policies of expansion of higher education. Methodological procedures were used: a) document analysis and legislation, b) semi-structured interviews with students scholarship programa remain UFMS. The results indicate that the government of Luiz Inácio Lula da Silva, have been implemented and/ or regulated higher education programs to enable students stay in this level of education, such as the Plano Nacional de Assistência Estudantil (PNAES). Also show that the permanence in public HEIs is not limited to registration, but economic conditions to afford the minimum expenditure required attending the higher education. We conclude that public policies should not only ensure access; also need to provide permanence and completion of the course in which the student is enrolled.
