The Articulated Action Plan (PAR) introduced in the second term of government Luiz Inácio Lula da Silva (2007-2010), under the Education Development Plan (PDE) had drawn mainattention on Brazilian educational policy. It is a strategic planning tool, shared in four extents and developed by the states and municipalities in order to receive technical and financial assistance from the Ministry of Education (MEC). This article presents research results and aims at analysing the actions defined or redefined in the second PAR cycle (2011-2014), under the Educational Management dimension in three municipalities in the state of Mato Grosso do Sul, through the examination of documentary sources. It is considered that MEC has led federal entities to take responsibilities on management education, enabling the incorporation of democratic management policies for basic education.
