The main idea of this article is to present the interface between intelligence, cognitive development and learning. The approach presented here is based on a process that adds new insights and perspectives on learning in the design of the Theory of Structural Cognitive Modifiability (TMCE). We believe, based on this theory that learning entails the integration of external and internal processes between the individual and their social environment, cultural and material. In this way, intelligence is closely linked to cognitive development because it is are conductive responsible for directing the necessary mental energy, because integrates two essential psychological functions to generate the learning - acquisition and development. Thus, intelligence and learning are placed flatter way, for they are ever involved in an integrated and continuous way.
