Abstract

In May 2022, the III World Conference on Higher Education was held in Barcelona with thousands of participants from all over the world. As a result of this event, UNESCO has published the document titled “Beyond the limits. New ways to reinvent Higher Education”. This document is proposed to become a “roadmap” for higher education (HE) in the coming years. Therefore, in this work, in essay format, some conceptualizations and proposals that UNESCO develops in the document are recovered and placed in a broader horizon to think about the Right to Higher Education. In this way, the ideas and debates that took place in the different Regional Conferences of Higher Education in Latin America (UNESCO, 1998, 2008, 2018) as well as the previous World Conferences (UNESCO, 1998, 2009) are recovered. In addition, in order to put this route in a regional perspective, data and reflections are presented to characterize the situation of Higher Education in the region, particularly from the impact that the COVID-19 pandemic has had and the challenges associated with global threats that humanity faces, as well as the main changes in Higher Education in the last decade. Building possible futures for Higher Education implies, in other challenges, responding to millions of inhabitants of the region for whom the Right to Higher Education continues to be an unfulfilled promise.
