Abstract

TREVISOL, Joviles Vitorio; BELLO, Joselha Cristina Dal  and  NIEROTKA, Rosileia Lucia. The quota law and the changes in the profile of enrollers in Brazilian federal universities. Sér.-Estud. [online]. 2023, vol.28, n.64, pp.155-184.  Epub Jan 05, 2024. ISSN 2318-1982.  https://doi.org/10.20435/serieestudos.v28i64.1784.

The article presents the results of a survey on the implementation of the Quota Law (Law 12.711/2012) in Brazilian federal universities in the period between 2012 and 2019. The purpose of the study was to analyze the changes that the Quota Law introduced in the entrance policies in federal universities and, particularly, in the socioeconomic and racial profile of the students. In addition to documental research, the study involved extensive systematization and analysis of microdata from the INEP Higher Education Census. The systematization of the indicators was carried out using the SPSS software. The study showed, among other results, a significant increase in the number of students who entered through the vacancy reservation system, from 12.7% in 2012 to 39,6% in 2019. Of the total number of new students in 2019, 64.9% had completed high school in public schools, 47.4% declared themselves to be black, brown and indigenous, and 1.2% were people with disabilities. Despite the advances, not all reserved vacancies were actually filled. The occupation of vacancies in 2019 was 39.6%, about 11.4% less than recommended by the Quota Law.

Keywords : higher education; affirmative actions; students’ profile.
