This present study has as its objective to analyze the access to citizenship from the perspective of migratory flows in a globalized world. It is a bibliographic and documental research. International migrations are discussed based on the conception of a global theme of human rights, of interest and responsibility of States. The concept of cosmopolitan (worldwide) citizenship is adopted as that which it is extended to those considered non-citizens (foreigners) dissociated from nationality. The human rights of immigrants are already recognized within the scope of international human rights law and the aim is to achieve cosmopolitan citizenship, in which all individuals are received as subjects of rights, regardless of their state of origin, destination and their migratory status. We conclude that, given the universality of human rights and the principle of non-discrimination, it is up to the States to adopt migratory integration and reception policies, so that cosmopolitan citizenship is assumed as a commitment to the full realization of universal human rights.
