CASAGRANDE, Ana Lara  y  SANTOS, Alessandra Ferreira dos. Public-Private Partnership and the Acquisition of Digital Platforms in the State of Mato Grosso. Sér.-Estud. [online]. 2025, vol.30, n.70, pp.29-53.  Epub 20-Feb-2026. ISSN 2318-1982.  https://doi.org/10.20435/serie-estudos.v30i70.2110.

The educational digital platforms in the Mato Grosso state school network are analyzed, inserted into a broader context of reconfiguration of relations between the public and private sectors in Brazilian Education. From the 1990s onward, with the State Apparatus Reform Master Plan (PDRAE), the public management model became inspired by private logic, with actions promoting the direct and indirect privatization of public services, including Education. This research, qualitative and documentary in nature, examines the platforms Plurall, Education First (Mais Inglês MT), Univirtus/Pré-Enem Digit@l MT, Matific, and Letrus, acquired by Seduc-MT as part of the state educational policy. The results point to implications in educational governance, with the intensification of digital pedagogical functionalities through the adoption of platforms and in the State-market relationship. Although they do not legally configure as public-private partnerships under the terms of Law No. 11.079/2004, such acquisitions may represent expanded forms of privatization. The study alerts to the impacts of this trend, especially regarding the allocation of public resources, pedagogical autonomy, teacher training, and the commodification of educational data.
