In the challenges related to educational management, this article synthesizes qualitative research data, addressing the work of the managers of the institutions of Early Childhood Education, with procedures for application of questionnaire and interview development. With Bakhtin's theoretical and methodological anchorage, it puts in evidence a work by the legal bases and demands - sometimes conflicting - of the management organs, work pairs, students, and community. In this movement, the collective sharing of actions brings together demands, implying accountability, which inform new impositions to educational management.
