From the historical and dialectical materialism, this paper aims to reveal how the constitutional principle of democratic management of public education is present in local policies. To this end, this text makes considerations on the foundations of democracy and its relation to democratic management; it presents some possibilities and some limits for its effectiveness in the Paraná reality and, finally, it analyzes research data in municipalities that have already instituted Municipal Systems of Education.
