In this article we intend to analyze how the process of constructing educational policies takes on a multiplicity of actors who work at different levels and contexts, assigning different meanings to policies. Analyzing the complexity of political processes and relating them to the interactions that characterize educational leaders is an interesting challenge that requires thinking about new methods of collecting and analyzing data. Based on a bibliographic systematization, we seek to relate the potentialities of the perspectives of complexity with the analysis of educational phenomena. In particular, this article seeks to contribute to the problematization of the phenomenon of educational policies and educational leadership as dynamic and complex processes that are developed at different levels and that result from the interaction of different actors over time, which gives them new meanings.
