This article discusses the disposal of the status of teaching career college that obliges the teaching practice under full dedicating exclusively to a single education institution. In this sense, our goal is to analyze the relationship between this public policy formulation and its implementation, in the light of the background of the complexity theory of Edgar Morin and social representation of Serge Moscovici. This is a descriptive study with an quali-quantitative approach associated with theoretical reflection. The results show that the management of public policies between the formulation and the implementation is complex, because its application is conditioned by the objective conditions of the context, which is always dynamic and changing.
