The purpose of this bibliographic study is to discuss the obligation of school education in Brazil from the advances and mismatches of legal determinations. From the point of view of its realization, such expansion revealed a slow but progressive development, although this right is not accessible to all children, especially when considering the access, permanence, and quality of services provided. This is because, in many cases, there are: poor working conditions; absence of public policies; precariousness in teacher education, and performance.
