The article approaches the confrontation between the State of São Paulo government and the three universities of São Paulo, about teacher education, in higher education courses, as a result of deliberation no. 111/2012, which forced them to adopt, in the curricular matrices, a more practical and less theoretical dimension. For this purpose, documentary analysis of legislation and manifestations produced by the various involved actors was carried out, as well as analysis of the testimonies of representative actors, in the light of the paradigms of consensus and conflict. It was observed a highly polarized scenario, epistemic community with corporatist nuances and relativization of university autonomy.
