This paper presents and analyzes the results of a qualitative research of the National Basic Education Teacher Training Program (Parfor). The program aims to provide free higher education to teachers of basic education. In this work, we conducted an extensive research with graduates of the program to understand the profile of the teachers benefited by the program, to clarify the main difficulties to attend Parfor classes, and to carry out an evaluation of the program from the perspective of its beneficiaries. 1,225 teachers participated in the research. The results show the need to improve the selection process for Parfor, given the large number of teachers who currently attend courses outside their area of expertise. Also, it shows how the low involvement of state education departments has caused difficulties for participating teachers.
