The article analyzes the implications of democratic and management approaches in the implementation of the Programa Ensino Médio Inovador (Innovative High School Program) in its first phase. The data was obtained through a questionnaire applied to 2006 schools. The content analysis technique and the theoretical framework of management models were used for its analysis. The study showed that the experiences closest to the Program’s intentions were associated with participatory experiences. It was found that the main obstacle to integral training was the adoption of practices inspired by the management approach focused on standardization, adaptation, and control.
