The objective of the article is to analyze the perspective of educational policy and management in the Municipal Education Secretariat of São Paulo (1989-1992) during the implementation of the popular public school. The method of analysis is a theoretical study of the pertinent legislation in the State Council of Education (CEE) and a theoretical documentary study in the training books, regiments, and other sources that make up the teacher training materials, curricular reorganization, and implementation of the education cycles in municipal elementary education. We conclude that it is a radical experience in educational policy and management.
