The present investigation aims to identify possible contributions of the Culture Circle to popular participation in the management of basic education in a democratic perspective. This is a theoretical research based on the theory of Paulo Freire. The study indicates that democratic management in basic education, in this perspective, implies assuming values such as communion, initiative, reciprocity, commitment, and solidarity. In this regard, the Culture Circle is a possible alternative to popular education and the role of popular participation in society.
