The article presents a research that analyzed the expenses paid with the mandatory revenue for education in the year 2020, by the municipal governments of the region of Baixada Litorânea fluminense, marked by the context of the pandemic. This is a quali-quantitative research that used the budgetary and financial data published by the TCE-RJ and the municipal governments. It was found that of the 10 governments, 6 stopped investing in non-face-to-face teaching. Most of the 10 governments invested in undue and illegal expenses in a pandemic context.
