Abstract

The article aims to analyze the concept of quality (Dias Sobrinho, 2008) in the institutional evaluation of higher education in Brazil, with particular focus on the ultimate novelty that can be implemented in Brazil, the multidimensional evaluation model referenced in the U-Multirank, as an example of public policy borrowing from Europe (Ball, 2001) presented for the Brazilian field of higher education, particularly graduate programs. The authors consider the contexts of the policy cycle and recognize that institutional evaluation is a matter of debate in education given the polysemy of the notion of quality (Bourdieu, 1998 and 2009). Thus, in times of digital governance, metric tyranny (Muller, 2018), and New Public Management (NGP), the topic of quality is primarily involved in various reinterpretations that emulate the competition (and the market) and aims at achieving the goals, promoting the creation of indicators, best practice manuals, and classification or ranking tables (Barreyro, 2018).
