This paper discusses democratic management in the context of municipal associations in the three states of the Southern Region of Brazil, aiming to analyze how the normative bodies explain their limits and their possibilities for democratic school management, within the scope of Municipal Education Plans. The methodology is qualitative and documental analysis. It was observed the need to advance the perspective of democratic management, in the aspect of municipal legislation in relation to the connection between the text expressed with the school actors for the formulation of municipal educational policies.
